Holistic Assessment

(A) Background of Primary Education Review and Implementation (PERI)

In October 2008, the Primary Education Review and Implementation (PERI) Committee led by Ms Grace Fu, Senior Minister of State, Ministry of National Development and Ministry of Education, was formed to study ways to enhance primary education. In April 2009, the government accepted PERI’s recommendations and announced that the recommendations would be progressively implemented over the next few years.

The proposed changes to primary education seek to equip our children with the content knowledge, skills and values to thrive in a fast-changing and globalised future. The changes build on the strengths of our current system and seek to raise primary education to a new level. In particular, the PERI committee has recommended that our children grow up to be confident persons, adept at working in teams and able to communicate their thoughts and ideas effectively. They should be self-directed learners who view education as a life-long process. They should also be innovative and enterprising individuals, able to cope with ambiguity and adapt well to change. At the same time, they need to be morally upright, have a strong sense of civic responsibility and contribute actively to society.

These outcomes aim to strike a balance between enduring knowledge and values, and the necessary 21st century skills and dispositions which will equip our children to thrive in a fast-changing globalised world, while remaining uniquely Singaporean.


(B) Summary OF PERI’s Recommendations

i) Balancing Knowledge with Skills and Values

  • Use engaging pedagogy to teach skills and values
  • Emphasise non-academic programmes within curriculum
  • More holistic assessment to support learning

ii) Investing in a Quality Teaching Force

  • Provide additional manpower
  • Recruit committed, quality educators
  • Equip teachers well through training and professional development

iii) Enhancing Infrastructure

  • Single-session primary schools
  • New generation primary school facilities
  • Support for social services

 

(C) Holistic Assessment to Support Learning

We believe that assessment is an important aspect of learning and teaching and it should be effectively used to support the holistic development of our pupils. We want to focus our assessment practices beyond summative evaluation and move towards a more holistic approach.

Holistic assessment in our context refers to the ongoing gathering of information on different facets of a child from various sources, with the aim of providing qualitative and quantitative feedback to support and guide the child's development. Holistic assessment informs our teachers of their teaching practices and guides them in the design and delivery of student learning. It will also enable parents to support their children's development and growth.

In Fuhua Primary School, we refined our examinations at Primary 1 and 2 by developing a curriculum supported with bite-sized forms of assessment to help build pupils' confidence and desire to learn. Primary 1 pupils do not sit for Semestral Examinations and Primary 2 pupils are slowly eased into taking examinations later on. The Primary 1 and 2 teachers develop and use rubrics to assess pupils so that they can provide pupils with richer and more holistic feedback on their development in academic and non-academic areas. Parents will receive termly reports of their pupils and the semestral "Holistic Performance Report" captures a more comprehensive picture of their children's progress and learning throughout the year.
